Unsure where you were being, I understand historical developing location is gated - they charge admission to get in, and old barracks area is fenced, and down underneath fort, at River place is the condition park wherever detecting just isn't allowed. But it is a big location so there might be areas beyond these that I am not aware about.Clean up
